Buying in West Springs Farm: the HOA, landscaping and closing documents
Separate the development's title-linked charge from wider West Springs memberships, then check the account, maintenance map and governing documents.

Start with the development, then the property
A West Springs search result is broader than a West Springs Farm membership record. Begin with the legal address and title. Ask which organization bills the property, then compare that answer with the seller's invoice and the registered instrument.

Neighbouring associations have different maintenance rules
Compare responsibility for the actual fence, path or frontage before comparing the annual totals. Springside publishes conflicting wooden-fence responsibilities between its summary and detailed policy. Wentworth describes a limited snow-clearing obligation beside its wooded parcel. West Springs Farm uses its own maintenance table. A similar street name or fence colour does not make these organizations interchangeable.
Why the association exists
The association traces its establishment to a 1999 agreement between Landstar Development Corporation and the City of Calgary. The purpose was to sustain landscaping above the City's standard. Landstar initially managed the association; homeowners voted to take over management and elected a volunteer board at an extraordinary meeting on April 6, 2005.
That history helps explain the annual charge: it supports enhanced common landscaping after development. It does not turn all nearby public recreation into a private member facility. Today's owner board contracts Simco Management for administration.
Read the maintenance map as a dated reference
The original enhanced-facilities map is dated December 1, 2009. Its numbered notes identify portions of 73 Street, Old Banff Coach Road, West Springs Gate and the West Springs Place island, with different combinations of irrigation, planting, grass, fence or rock-strip work.
Use it to frame questions about an actual frontage or landscape feature. Its illustrated outline is not a current surveyed parcel dataset. Ask Simco whether the maintenance schedule has changed and whether the property is included.
- Which maintained feature is beside this lot?
- Who receives a service request for that feature?
- Is the map still the current maintenance reference?
Make closing an account check
A listing's annual-fee figure is not an account balance. Request a statement for the property and the intended transfer date, including any additional charges. The association publishes solicitor instructions; give those to the professional handling the transaction.
- Ask for written confirmation of what remains owing.
- Agree how prepaid fees will be adjusted between buyer and seller.
- Keep the payout confirmation with the closing records.
Request the records that are not public
Simco's contact page directs owners to a sign-in portal for documents and notices. Those private records were not reviewed for this guide. Ask the seller or manager for the current bylaws, financial statements, budget, planned work and any applicable architectural documents. Obtain the registered encumbrance through the property-title review.
If the home will be rented, ask specifically whether a tenant may be designated for governance membership and which documents govern exterior changes or rental use. An unanswered question is not evidence that there is no restriction.
