New communities are often developer-created before turning over to residents. What changes and when.

Developer control, then resident control
Associations are frequently created by the developer at the start of a community and later handed to residents. The New Discovery Homeowners' Association was created by developer United Communities, incorporated on February 18, 2000, and turned over to residents in June 2006.
What to verify in a new community
- Who currently controls the association board.
- Whether the fee is set, and how it can be adjusted.
- Which assets the association will eventually own or maintain.
- Whether amenities shown in marketing are association-funded or municipal.
