Restrictive covenants vs bylaws
Registered covenants, association bylaws, condominium bylaws and City rules do different jobs.

Different instruments, different force
A restrictive covenant is registered against title and runs with the land. Association bylaws govern the association's internal affairs and members. Condominium bylaws apply within a condominium corporation. Municipal rules apply regardless of any of the above.
