Discovery Ridge: NDHA bylaws, title documents and fees

Where to find NDHA's governing documents, why condominium landscaping exclusions do not settle fees, and what the records leave unanswered.

Start with the right organization

NDHA funds selected landscape and maintenance work. Discovery Ridge Community Association is a separate organization for community activities and recreation. A community-association membership does not settle an NDHA title account.

The document set to collect

NDHA's Bylaws & Encumbrances page links its Memorandum, Articles, phase map and 18 numbered encumbrance instruments. Open the numbered title-document link and match it to the registration on the property's current title. The phase map is an orientation aid, not a parcel-level membership certificate.

  • Read the Memorandum for the association's objects and the Articles for governance and membership.
  • Obtain the actual registered encumbrance and any amendments for the legal parcel.
  • Collect the current invoice, account statement, budget, financial statements and recent AGM records.
  • Check the document's cover, date and registration number after downloading; an adjacent Download control on the index can point to a different file.

Condominium landscaping is not a fee exemption

NDHA describes condominium-managed grounds among the places outside its landscape work. Its Articles nevertheless include condominium parcels in the definition of a residential lot. These describe different things: who maintains the grounds and which title carries a charge. A condo owner may therefore need to budget for both condominium contributions and an NDHA assessment; the specific title and account response determine the answer.

The original rent charge and today's assessment

The visually reviewed example, registration 001109629, starts from $150 per residence plus applicable GST. It contains fee-adjustment provisions and an 18% annual default-interest provision. These historical terms should not be substituted for a current invoice, or generalized to titles with different instruments.

NDHA's FAQ reports assessment changes to $300 in 2006, $307 in 2019 and $325 in 2023. The published annual amount remains $325. GST treatment needs invoice confirmation; the public figure and the registered GST wording do not establish a payable tax-inclusive total.

Payments and membership administration

The annual-fees page sets June 29 as the payment deadline and describes the fee as a title-secured rent charge. Ask NDHA for a written balance before closing, including any overdue interest and collection charges.

Article 4 describes written agreement and registration requirements for becoming a member. Confirm whose name appears in the membership register and who can vote. Membership administration should not be treated as a way to remove an encumbrance from title.

A financial snapshot, with limits

The audited 2025 statements report $592,719 of revenue, $509,826 of expenses and an $82,893 excess. Year-end net assets are $702,708. Those figures describe the association at a past reporting date; they are not a prediction of the next assessment. The auditor expressly excludes reserve-fund adequacy from the audit opinion.

What still needs a property-specific answer

This research does not verify a universal architectural approval process, a single fencing covenant covering every title, or a current transfer/status-request charge. An unpublished rule is not permission to proceed.

  • Have the conveyancer match each covenant and encumbrance to the legal property.
  • Ask NDHA which current invoice and account status apply to that title.
  • Check municipal rules and any separate condo or developer restrictions before exterior work.
  • Request amendments and the latest meeting records directly if they are absent from the public library.
