Several Calgary associations publish that their annual fee is secured by an encumbrance registered on title. Where that is the case, the obligation attaches to the property rather than to a person's willingness to join.
The McKenzie Lake Residents Association, for example, publishes that its annual fee is mandatory for properties with a registered encumbrance regardless of whether the facilities are used.

Ask for these before conditions are removed.
