Start with three separate questions

Is the listing describing proximity to a golf course, membership in an existing residential organization, or land within a development proposal? Those descriptions require different supporting documents. No universal Elbow Springs residential HOA fee is verified here.

Elbow Springs is a golf club with its own access arrangements

The club describes itself as semi-private, with public tee-time bookings and separate membership opportunities. It operates three nine-hole courses at 240086 Lott Creek Drive. Its website does not establish that buying a nearby home includes golf privileges.

Lott Creek Estates has a specific historical HOA proposal

The project website describes amendments to an earlier residential land-use concept and retains a 2022–23 timeline. It is evidence of a proposal, not confirmation of today's construction or operating status.

What the 2023 FAQ actually says

Page 11 anticipates fee-simple ownership and a possible HOA for shared spaces. Page 4 envisages association maintenance of stormwater facilities and natural areas, with walkway and reserve arrangements to be settled later. These statements do not establish an incorporated association, current assessment or completed service agreement.

A concept-plan label does not settle ownership or access

Page 23 says discussions involving golf-course lands were ongoing and some illustrated lots were not yet subdivided. Treat those historical plan labels as research leads. They do not establish current boundaries, golf rights or a property's fee obligations.

What remains open

The current residential association, fee, registered membership boundary and access arrangements remain unverified.
