What the county plan establishes

Rocky View County still indexes the Elbow Valley West Conceptual Scheme. The linked document is a May 2006 consolidation of a plan adopted in March 2004. It is historical planning evidence, not a current operating budget or membership register.

Why infrastructure documents matter

Policies 4.8.2–4.8.4 assigned pathway and private open-space maintenance to a local homeowners association. Policy 6.3.6 did the same for stormwater facilities. These planned responsibilities make the subsequent operating and funding agreements important to obtain.
